Dr. Carter serves as Chief of Staff for LECOM Medical Center and Corry Memorial Hospital and is a board-certified geriatric and family medicine physician with LECOM Health in Erie, Pennsylvania. He also serves as an adjunct clinical associate professor and helps train future physicians through LECOM’s residency and clinical education programs.In 2025, Dr. Carter was named the American College of Osteopathic Family Physicians (ACOFP) New Osteopathic Family Physician of the Year, recognizing his leadership and contributions to family medicine early in his career. Outside of his medical work, Dr. Carter is active in the Erie community, serving in leadership roles at his church and on the Board of Directors for the United Way of Erie County. He enjoys spending time with his wife and their four children. 

 


Gertrude G. McShane, RN, serves as Hospice Administrator for the Visiting Nurse Association of Erie County. An experienced nursing leader, she has a strong background in clinical operations and healthcare administration, with extensive experience working in hospital and healthcare settings.

McShane is skilled in clinical research, Medicare and Medicaid systems, physician relations, and compliance with the Health Insurance Portability and Accountability Act (HIPAA). Known for her strengths in problem-solving and strategic advising, she brings a collaborative and patient-centered approach to hospice and healthcare leadership. She earned her nursing education from Mercyhurst College and has dedicated her career to advancing compassionate, high-quality care for patients and families in the Erie community.
