Vladimir Putin - President or Tsar? Understanding the Russian Bear

How is it that the euphoria experienced in America in the days following the dissolution of the Soviet Union, and the sense that Russia and the U.S. would now be allies, disappeared? Does the fault lie solely because of the ascension(s) of Vladimir Putin to the Presidency (or Throne) of Russia, or has the U.S. been culpable, at least in part, of the resurrection of a new “Cold War” with Russia because
of him and our failure to understand his concerns and goals for post-Soviet Russia? – Fr. Steve Simon, J.D.

Father Steven Simon has served as Rector of the Russian Orthodox Church of the Nativity of Christ in Erie, Pa. since 1976, and has also been an Associate Professor of Russian Studies at Mercyhurst University since 1989. Father Simon attained his B.A. in Russian Studies from Colgate University in Hamilton, N.Y. (1965-1972) and his J.D. from the University of Pittsburgh, School of Law (1969-1972).
